Jiao Yulu was the Party secretary of Lankao County in Henan. He was lauded as the model of a good Party Cadre, one who devoted himself to the country and fought against the natural disasters of waterlogging, sandstorms and soil salinization. In 1966, the CCP began a campaign that encouraged the masses, especially Party cadres, to follow Jiao’s example and learn from his leadership.
